Using a small boat in Portugal

Hello everyone.
We have a 3.6m Honwave inflatable boat and a 5hp Suzuki 4 stroke outboard…
Can we use this boat in Portugal without any kind of license or registration? I’ve tried to find the answer elsewhere on the internet but so far, no luck.
