For me.. I would play safe and be ready to give way to both boats .. as Im not sure if .. in a collision.. any boat can claim right of way?... as all the boats have means to avoid the collision. Besides Im not an arrogant driver that thinks another boat should give way to me ..even if ... in theory .. Im on the right of way leg.
However ..racing a sailboat would be different .. I have shouted “Starboard” to other racers in those situations...but even then ..given way at the last moment if they dont
As a guess .. In theory.... both power boats should give way to the sail boat .. also.. the power boat to the right should pass the sail boat to port..assuming there is depth ( from the photo its difficult to tell.) I would nip in behind the sail boat.
I would then have to assess if I was going to collide with the other power boat..but as I would suspect its getting shallow ..I would change course anyhoo..unless I intended landing..which would mean I would need to slow down.. so I would avoid it too.
Therefore to summarise.. I would not be involved in a collision.. as I would give way to all.. regardless of right of ways. Many folks at sea don’t even know which side to pass ..so I assume nothing..besides.. I don’t know it all .. so play safe everytime. The other boat may have a jammed rudder..or skipper who has passed out..so I never assume anything. Im never in that much of a rush that I expect others to give way to me.
Incidentally.. commercial vessels ..particularly car ferrys..always have the right of way in my mind.. time is money for them..I don’t argue that either.. regardless if Im on a yacht or power boat.
So I may not have the correct answer.. as in practise at sea .. I dont recognize the stand on or give way rule ..but I would not be in a collision here as I always give way ..so Im pleading innocent M’Lord.

actually i'm sure i have heard somewhere port always gives way to starboard.......dont know why tho will have too google it so id give way to the motor boat and as gurnard said pass the sail boat on the port side.

The fact that the other boat is the Hythe Ferry, I'd just stay out of it's way....lol
That and the fact that while your worrying about where he's going (the pier head at Hythe) there's probably a Red Jet up your trumpet approaching at 38 knots in the 6 knot area
Oh and the proper answer is.
You are the give way vessel in this situation. The other craft is in your starboard quarter so he has right of way.
You can see his red nav light Warning to give way, He can see your green nav light. he has right of way....
That and the fact that while your worrying about where he's going (the pier head at Hythe) there's probably a Red Jet up your trumpet approaching at 38 knots in the 6 knot area

Larger craft that are restricted by draft have right of was regardless of course or position.
If the captain/pilot of the large craft thinks you're being a twat then you'll get 5 short blasts on the horn to remind you

You can recognise a vessel constrained by draught because by day he will be flying a black cylinder shape from his rigging, and by night be displaying three all round vertical red lights in addition to the normal lights for that particular type of vessel
