Mercury 15hp 4 stroke fuel leak

Hi everyone this is my first post so take it easy on me lol.

I'm a complete boob to the sib world, me and the wife have done alot of kayaking, including sea kayaking, decided it was time for an upgrade and we have just purchased a true kit discovery 400 with a mercury 15hp 4 stroke outboard, boat got delivered today so I thought best get it set up and get the motor on there, when doing so we noticed some fuel leaking out the bottom of the casing, I've worked out where it came from, it's the orange pipe in the picture, grok told me it's a fuel return line, is it normal for fuel to leak out of it? I havnt put any fuel in it yet so its just what the dealer put in when he tested it. Thanks for any replies, can't wait to get out there and see what my baby can do!
