Welcome aboard Tony.
You are already an angler afloat as was myself so you are aware that we don't tend to carry tons of fishing gear, the same applies to SIB fishing. I fish from a 3.3mt Frib (folding rib) and before that a 3.3mt Excel SIB both of which were plenty big enough for two large guys to fish from. I use both a 15hp and a 2.5hp for my fresh water fishing but 15hp on the sea.
If you are fishing lochs, you don't really need a big engine or boat, it is really down to your ability to handle/store the folded boat and carry the engine on your own. A 15hp 2 stroke will weigh around 36-38kg and a 4 stroke will be around 52-55kg so a big difference. Ideally you could do with linking up with someone on here to have a look or better still go for a spin in their boat to establish if it suits your needs. I am over on the East Coast and you are welcome to come over for a test spin and possibly take a rod.
One thing to remember, if you cannot handle the sib/outboard on your own, it will simply not get the use. If you know you can pick the gear up on your own and get it ready for the water, you will make much greater use of your investment IMO.
Phil

Recognised the makes!
He's the only importer of both the parson and the seapro.
The parson is a Yamaha clone so parts from both should fit (just in case you ever need to know that)
