You are limited to what you feel comfortable with.
Horse power size has little relevance to sea state you can be out in. Very often the lumpier it gets the less you can use the horses. The main thing is the MINIMUM you need to maintain way and steerage.

Personally my limit in a boat that size would be about F3-4 max. i.e. starting to get regular white tips to 2-3' waves. I would NOT regularly go out in that I am a fair weather boater really.
I would initially go on the inshore forecast to get me to the coast but then I would decided on what i see in front of me and what was predicted to happen.
I have several times got to the launch point ( a long way from home ) and though NO WAY and gone back home. Better safe than risking your or the RNLI lives.

Not being a kill joy just my way of looking at it.

Work up to the point where you start to feel uncomfortable and learn from each trip what your limits are.

Regards Clive

We used to do an annual meet up Scotland (pre covid) and we always limited to a min of 9.8/9.9 due to the fast flowing tides and winds sometimes encountered. We were often stacked with camping and fishing gear too so we really needed some minimum power to ensure everyone was able to cruise fully loaded at say 12knts.
The advise just above is a pretty good way of explaining it, it's not so much giving it the beans, just a need of enough power to push you through any tides or winds.

Make sure your outboard is running and maitained properly, go out with friends where possible and know your limits.
Good luck & enjoy,

Martin :cheers
