KAYAKERS used to throw a big ikea bag over the side slowed em down might work for a sib less cost

The one I have is made from much thinner material than an Ikea bag, folds up small and sheds the water quickly.

i USED IKEA BAGS ON MY KAYAK WHEN I WAS FISHING GOOD PIECE O KIT SLOWED ME DOWN
