Hi boatmanjohn I spend a lot of time down in cornwall and devon its an amazing place for launching a inflatable boat
You can launch almost anywhere all you need is insurance and at the odd place launch fee you dont need a permit or licence in England just wales,
I would recommend fowey polpero looe and all surrounding areas its just stunning,any of the locals will be happy to direct you to a easy launch beach or a concrete boat launch.

I also advise pentewan sands.....stunning beach and stunning views with launch facilitys if requires but not needed.
