Well, it turned out to be an issue with the fuel line/supply. Perhaps air or dirt in the line. After fiddling with the two different tanks and fuel line, I got the engine to run quite smoothly at all RPM/loads. Spend at full day with clear blue skies and calm waters. Very enjoyable. Peter, thanks, yes I'll likely do that. I took the cover off, and it doesn't look very difficult to do. The 10hp carb looks brand new though, but I have no idea if any effort went into jetting it correctly...

Today was less windy than yesterday, so I loaded the boat and motor up and headed for the beach. My trailer is unavailable right now, the CAT went on the roof of the car and the outboard into the trunk.
